The Full Bench considered that, despite substantial disagreement about classifications, rates, employment conditions and transitional arrangements, there was sufficient common ground about a single Control Centre award, the suitability of the Operational Ambulance Officers (State) Award as a foundation, and the need for a modern instrument addressing new technology. Having regard to the Ambulance Service's objective, wage history, earlier proceedings, work value and avoidance of unfairness in transition, the Full Bench formulated a Recommendation under s 134(2) of the Industrial Relations Act 1996.
