There was no error of law warranting setting aside the Senior Commissioner's decision. The consent did not include the stairway, so the council's substantive privacy concern fell away. As to the remaining streetscape, setback, landscaping and related issues, the Commissioner had identified the issues and, after expert assistance, site discussions, cross-examination, submissions and amended plans, was entitled to treat the remaining differences as very small and not requiring detailed reasons beyond those given.
