It is appropriate to dispense with the consent of the child's natural parents and the giving of notice to them, as they cannot be found after reasonable inquiry and further inquiry would be unreasonable, intrusive, and contrary to anonymity prescribed in Korea. Approval may be given to the addition of an Anglo-Saxon forename based on special reasons related to the best interests of the child, namely consistency with the sibling's naming structure, avoidance of differential treatment among siblings, and preservation of cultural identity.
