Under the National Rules, a payroll deduction member became unfinancial only upon withdrawal of the deduction authority or the employer's refusal to make deductions, subject to the prescribed periods and notice. Ms Dale's authority remained in force, she had not withdrawn it, and there was no issue about the employer's willingness to deduct. The underpayments caused by failure to notify fee increases did not make her unfinancial, although the unpaid contributions remained owing and recoverable by the Branch.
