The prisoner drove a stolen Prado at very high speed during a police pursuit and, after seeing road spikes being deployed, swerved in a manner by which he knew it was likely that someone would be killed, causing the death of Senior Constable Affleck. The objective seriousness of killing a police officer in the execution of duty, the need for deterrence and community protection, and the absence of mitigating effect from drug consumption warranted a severe sentence, reduced only by a limited discount for contrition shown by the manslaughter plea and letter of remorse.
