Although the proposed acoustic works could address some transmission of noise through floors and the common wall and achieve BCA-related controls, the relocation of Unit 7's primary living and dining area above, below and adjoining bedrooms of three other units would not comply with the acoustic privacy controls and objective in the Waverley Development Control Plan 2010 and would adversely affect the amenity of other residents, contrary to the zone objective. The addition of a third bedroom and increased occupancy would exacerbate those acoustic privacy impacts, so development consent should be refused.
