The brothel was permissible with consent in the 3(a3) Business Secondary Zone and, with all non-emergency access and advertising directed to Grays Lane, lighting and security camera conditions, and operating hours limited to 10 am to midnight seven days a week, its amenity, safety, traffic and parking impacts were not sufficient to justify refusal. The zone objective concerning less intense density and scale related to building scale, which was not changing, and the operational impacts on nearby residential uses would be reduced to acceptable levels by the imposed conditions.
