The Tribunal was not satisfied that an unreasonable number of insurance claims had been paid in respect of building work carried out by Mr Maiolo (through Bluecrest). There was no evidence that claims arose from his or Bluecrest's faulty workmanship, and the problems stemmed from factors beyond Mr Maiolo's control, such as defective products and a debtor's default. There was also insufficient evidence to suggest Mr Maiolo is not a fit and proper person to hold a contractor licence.
