Because the Commissioner had done no more than decide that s. 16 prevented consideration of the respondent's claim, the County Court's appellate function under s. 20 was confined to determining that preliminary question. Once it was determined that s. 16 did not prevent consideration, the claim had to be left to the Commissioner and the County Court could not determine the merits or award compensation.
