The court found proven and widespread electoral fraud and multiple other irregularities in the conduct of the 1994 elections, including breaches of rules and procedural defects, and determined that, having regard to these irregularities and circumstances giving rise to a likelihood that similar irregularities may have happened, there was a real (not theoretical) possibility that the result of the elections for Branch Assistant Secretary and most organiser positions may have been affected. Therefore, orders should be made to declare all elections to which the inquiry relates void.
