The proposed development failed to satisfy the objectives of the site frontage development standard because the narrow site produced unsatisfactory landscaping distribution, tight driveway and car manoeuvring arrangements, and unacceptable amenity impacts on 640 Old South Head Road, particularly midwinter overshadowing and, to a lesser extent, overlooking. The SEPP 1 objection was therefore not well founded and the appeal against refusal of consent was dismissed.
