GKC, due to his severe autism and associated disabilities, is a person in need of a guardian and is incapable of managing his financial affairs. The Tribunal is satisfied that the applicant has standing, jurisdiction is not precluded by existing court orders (as NCAT orders will only take effect at age 18).
