The reception centre was permissible and worthy of approval because, although different from surrounding industrial uses, it would predominantly operate when those uses were not operating, its activities would be internalised, relevant amenity and safety controls would apply, the approved brothel did not create a determinative incompatibility, and suitable land for the reception centre was not shown to be available in a business centre in the locality for the purposes of cl 61GB(3)(b).
