The Tribunal erred in law by failing to consider whether the applicant had experienced a stressful event for the purposes of the PSAD and Hypertension SoPs after declining to uphold the PTSD SoP, and also misapplied the Deledio steps by requiring the step-one hypothesis to be 'reasonable' before assessing the SoP.
