Adoption is clearly preferable to all other alternatives because there is no realistic prospect of restoration to birth parents, adoption best meets the child's identity and stability needs, the proposed adoptive parents can better facilitate birth family contact than the Department, and adoption provides the child with legal and psychological security as a member of his family of residence while retaining links to his birth family. Dispensing with birth parent consent is justified as adoption promotes the child's best interests.
