DXL continued to have a disability resulting from Wernicke's encephalopathy and Korsakoff's Syndrome that prevented him from making important life decisions. There were no informal mechanisms sufficient for the required accommodation, health care, medical and dental, services and restrictive practices decisions. Given XCF's indefinite residence overseas and KBF's close involvement, support from family and service providers, and willingness and capability, KBF satisfied the requirements for appointment. The order was therefore renewed and varied to appoint KBF as guardian with limited functions, including restrictive practices, for two years from 13 July 2017.
