Although there were legitimate bail concerns that the applicant might commit a serious offence or endanger the safety of the community, the applicant was a 14-year-old Aboriginal child with complex needs and vulnerabilities better treated and protected in the community, had strong family and community ties, and the updated proposed bail conditions and support plan went a long way to ameliorating the identified risks.
