Although the Applicant had favourable character references, no relevant complaints as a bus driver, and expressed remorse, his long and continuous adverse driving record, including numerous speeding offences, traffic light offences, offences committed while driving a public passenger vehicle and after explicit warnings, demonstrated a flagrant disregard for traffic laws. The Tribunal was not confident that sufficient time had passed to show he had changed his driving behaviour, and therefore the correct and preferable decision was to affirm the refusal to renew the Drivers' Authority.
