The application for an endorsement under s. 13D of the Theatres and Public Halls Act 1908-1946 must be made by the owner or lessee holding a valid licence at the date of the application. Because Boulus was neither owner nor lessee nor a valid licensee at the relevant date, his application was not one to which s. 13D applied, and thus the commission and District Court had no jurisdiction; certiorari properly issued to quash the District Court’s decision.
