The Court refused ADJR Act relief against Comcare because the Applicant had adequate merits review rights in the Administrative Appeals Tribunal under ss 62 and 64 of the Compensation Act, and there was no good reason to pursue judicial review instead. The proposed amended application was not permitted because it was largely misconceived, virtually incomprehensible and embarrassing, and the other claims against Comcare, the Bureau and the Commonwealth were not appropriately appended to the judicial review proceeding.
