The Judge erred in law by incorrectly valuing the land and by failing to notify all interest holders. There was insufficient evidence to establish the roads as public roads prior to 1920. The proceedings are remitted to Land and Environment Court for re-hearing, with compensation notices to interest holders as required by statute.
