The Tribunal did not receive any fax on 12 May 2001 containing an application by Mr Singh for review of the delegate's decision, and the application received on 1 August 2001 was outside the statutory time limit. Because the Tribunal had no power to extend time, it was plainly correct to determine that it had no jurisdiction to entertain the application, so the Federal Court proceeding was dismissed.
