Ratio Decidendi

The Tribunal has no jurisdiction to review the adequacy of the agency's search. For the disputed documents, those created by the Corrections Intelligence Group for intelligence functions are exempt under clause 4(3B). Material concerning personal affairs of third parties is exempt under clause 6(1); however, where possible, access should be provided to redacted copies with only exempt material removed.
