The Tribunal was not satisfied on the balance of probabilities that Ms KLS was a person who has a disability or a person in need of a guardian. Mrs LZS's unqualified opinion and unsupported observations, in the absence of medical or other sufficient evidence and in light of the Acute Care report, did not establish the statutory preconditions for making a guardianship order.
