Miss NZO had a severe intellectual disability which prevented her from making important life decisions. Although she was not eligible to become an NDIS participant because of her age, the NDIS transition created uncertainty and likely changes to her accommodation and services, required consent or applications for future support, and placed her accommodation at risk because of the participation of co-residents.
