The assessor's recitation of evidence followed by an unexplained statement accepting that the left shoulder and left wrist injuries were sustained in the accident did not adequately disclose reasoning on causation. In light of the absence of early reports of those lesions, other 2007 medical reports silent on those complaints, and the limited basis for Dr Giurgis' attribution, Ms Redmond was entitled to be satisfied that there was reasonable cause to suspect the assessment was incorrect in a material respect. The summons was therefore dismissed.
