The Tribunal's broad procedural power under s 164 does not extend to compelling CRA to collect and provide information not already in its possession; doing so would exceed the power to require production of specified documents under s 167(3). However, at the early stage of the reference, PPCA demonstrated that documents about talent remuneration from ARN, Nova and SCA may be relevant to assessing the reasonableness of the licence fee, so the three summonses should issue. Because CRA could not be compelled to provide the information, it was not appropriate to order CRA to bear the costs of production under those summonses.
