The public interest considerations against disclosure were not sufficient to outweigh the considerations in favour of release, except for the thirteenth and twenty-first paragraphs, which contained personal information about an identifiable individual and should not be released. The Council's ultimate searches were reasonable and it did not hold other information within the scope of the request.
