On the medical evidence and hospital records, including records that paramedics noted a tonic-clonic seizure and the Applicant could not remember the impact, the Tribunal found that the Applicant probably had a tonic-clonic episode and seizure at the time of the accident. Because a person who has experienced a seizure is not fit to hold an unconditional licence, and a taxi driver authority requires an unconditional licence, the Applicant could not satisfy the applicable standard and the cancellation decision was correct.
