The appeal was upheld because, although the original two storey part of the existing building made some positive contribution to the Singleton Heritage Conservation Area, its altered and poor condition made retention unnecessary, and the amended replacement building, subject to conditions concerning materials, detailing, signage, landscaping and other controls, would have an acceptable impact on the conservation area and nearby heritage items. Traffic was not a reason for refusal, the social and economic impacts were acceptable, and noise impacts could be managed by imposed conditions.
