A graduate certificate is not a 'degree' or 'postgraduate diploma' within the meaning of Migration reg 2.26A(6). The regulations intentionally exclude graduate certificates from qualifying awards. The omission is not inadvertent, and there is no basis to rewrite the regulation to include graduate certificates. The court's role is limited to construction, not legislation.
