Rule 73B was spent once the initial elections for the National Construction Branch offices had been held, because its operative command referred to one election after certification and contained no provision for casual vacancies. The vacancies therefore had to be filled under rule 67, picking up rule 66, by ballots of Branch members rather than National Executive members. Rule 80(4) did not prevent replacement of Dennis Radcliff as delegate to National Executive because his delegate office was separate from his Branch President office and was not an ex officio delegate position.
