The Minister's Order was largely reasonable and within statutory discretion except Clause 7 insofar as it required the appellant to develop a comprehensive leachate management plan addressing the containment cell; the Minister relied on briefing material that did not present a fair and complete picture about the appellant's relation to the preexisting containment cell and the potential scope/costs, so that aspect fell outside the range of reasonable outcomes and must be quashed as to the appellant and remitted to the Minister for redetermination in accordance with s.129 factors.
