Although the RPD erred in parts of its assessment of the appellants' evidence about the aggressors' interest and motivation, the RAD independently found the RPD did not err in concluding that the appellants failed to prove their persecutors could locate and harm them in the proposed internal flight alternatives (Mumbai or Bangalore) and that those IFAs were reasonable; therefore the appeal is dismissed and the RPD determination that the appellants are not Convention refugees or persons in need of protection is confirmed.
