The Review Board's decision to transfer the accused to medium security was unreasonable and unsupported by the evidence because the Board applied an improper focus on least restrictive placement, ignored unanimous and uncontradicted expert evidence that transfer would be traumatic and increase risk, and the administrator's report recommended retention at Oak Ridge; accordingly the Court allowed the appeal and substituted an order detaining the accused at Oak Ridge.
