The Applicant met its onus: the extreme unsanitary and unsafe home conditions, chronic neglect, excessive unexplained school absences and the Respondents' inadequate response created a substantial risk of physical and emotional harm to the children under ss.22(2)(b),(g) and (ja); therefore all five children are in need of protective services, the interim order continues and the Respondents must undergo psycho‑social, psychological and parental capacity assessments including a home study.
