The Minister's valuation of the Citadel land (including attributing nominal value to the glacis) was within the range of reasonable outcomes and supported by adequate reasons when read with the Panel record; however the Panel failed to provide adequate reasons for depreciating the casemates and demi-casemates (functional obsolescence and 50% reduction unexplained), so that aspect of the Minister's decision was unreasonable and must be set aside and remitted for redetermination.
