Section 10 of the Natural Products Act must be read narrowly and contextually: it applies only to licences actually granted by the Marketing Council; the statutory scheme (s.9 and s.11) and the Turkey Marketing Plan and Regulations vest authority over producer quota and associated licences in the Nova Scotia Turkey Producers Marketing Board, not the Marketing Council. Consequently the Council erred in purporting to exercise exclusive jurisdiction to suspend the Merks' licences; the Council's procedural directions regarding order of presentations did not amount to a decision on burden of proof and were afforded deference.
