Although the Minister conceded PRDB eligibility, the PRDB was not payable because the claimant died before the earliest payment date (died during the four‑month waiting period), and the Tribunal had jurisdiction to decide the PRDB issue because the appellant consented and the Minister treated its submissions as initial and reconsideration decisions.
