The RAD denied the extension and dismissed the appeal because the appellant filed an incomplete application, failed to demonstrate a continuing intention to pursue the appeal, failed to show that the appeal disclosed an arguable case, and therefore did not meet the requirements of s.159.91(2) and the RAD Rules to justify an extension; consequently the appeal was not perfected within the 30-day limit and was dismissed.
