The appeal is dismissed because the RPD correctly found that although the appellant would likely face discrimination in Lebanon as a Palestinian, the discrimination, given the appellant's individual circumstances (age, education, employment intentions) and available UNRWA services, does not rise to the level of persecution; no new evidence was submitted under s.110(4) IRPA and the RPD's conclusion that the appellant is neither a Convention refugee under s.96 nor a person in need of protection under s.97 is confirmed pursuant to s.111(1)(a).
