The father is exonerated of all sexual wrongdoing and poses no sexual risk to Y. The mother's actions in shaving Y's head and her explanations for Y's injuries are irrational and unconvincing, but there is insufficient evidence to attribute deliberate harm. Contact need not remain supervised and overnight contact is appropriate.
