The local authority was justified in commencing proceedings based on the information available at the time, but was not justified in continuing to rely on unsubstantiated allegations of sexual abuse against MF. The local authority failed to provide a clear apology, and its handling of the apology issue was characterised by prevarication and obfuscation, which exacerbated the dispute. There was no evidence that documents were improperly excluded from court bundles or that the Official Solicitor acted improperly. The administration of Baclofen was not central to the dispute, and MF's allegations regarding perjury and document tampering were unfounded.
