It is reasonably necessary and proportionate for the Defendants to provide further information regarding the treatment of relevant comparators, evacuation criteria, and anonymised details of individuals granted LOTR or ARAP, as this information is central to the Claimant's grounds of challenge and within the Defendants' exclusive knowledge. The duty of candour requires disclosure of such information, subject to anonymisation to protect confidentiality. However, requests that are too wide, vague, or amount to fishing expeditions are refused.
