The judge was entitled to decide that G should remain with her mother under a supervision order, as the evidence of improvement and quality of care was sufficient. However, the judge erred in revoking the placement orders for the boys, as the prospects of successful rehabilitation were speculative, the risks of delay and uncertainty were not properly confronted, and the consequences for the boys’ welfare were not adequately considered. Adoption remained the only safe option for the boys.
