The mother and maternal aunt were not able to provide safe, consistent care. The welfare of the children required their removal from the birth family. For L, adoption was necessary and proportionate given his special needs and the inability of the family to meet them. For the four eldest children, long-term foster care was the only realistic option, with efforts to keep siblings together where possible.
