The threshold criteria under section 31 Children Act 1989 are met as both children suffered or were likely to suffer significant harm due to neglectful parenting, primarily the mother's alcohol misuse and associated failures. Neither parent is able to safely care for the children now or in the foreseeable future. It is in the best interests of the children to be placed in long-term care with kinship carers under care orders, with contact arrangements as set out in the care plans.
