The 1961 communications did not create proprietary rights or an irrevocable licence; they were statements of administrative intent to manage Rennie's Mill as a cottage resettlement area and to avoid unnecessary disturbance, not promises of ownership or indefeasible rights. Occupation permits issued under the Resettlement Ordinance, terminable on notice, governed rights of occupation. No unconscionable encouragement or inducement created proprietary estoppel entitling the applicants to damages; consequently the notices to quit were valid and there was no private law basis for damages. Appeals dismissed.
