The Andhra Pradesh Judicial Service Rule and the notification limiting eligibility for appointment as District Munsif to Advocates of the Andhra High Court introduced an irrational classification, as there is no nexus between the basis of such classification and the object (knowledge of local laws) intended to be achieved. The rule is ultra vires under Articles 14 and 16(1) of the Constitution and unconstitutional.
