The Collector did not have the jurisdiction to adjudicate and declare property as escheated to the State under Section 29 of the Hindu Succession Act, 1956. The Collector acted manifestly in excess of his jurisdiction, and administrative authorities cannot usurp judicial functions in adjudicating title disputes.
